Is Our body hairs are insulator?

Hey you are in confused, how our body hairs work an insulator!

As we all know our body is covered by protecting layer SKIN. It is present in whole body, and with it hairs . Hairs on head , eyebrows, all have their important functions according to condition.

So why our hairs behave as an insulator, for example" normally our hairs present on our arm are lossely position or flattened so,

When winter arrive our hairs erect , like when you feel goosebumps".
